Regional Plant #4

Southern Contracting Co. provided all electrical, communication, instrumentation, controls and SCADA under a construction contract with Western Summit Constructors for this sewage treatment plant upgrade. The engineer of record was Black and Veatch Corporation. The plant was rated at 3.5mgd and was ultimately upgraded to 7mgd. This construction effort required extensive coordination to ensure minimal plant interruption during major renovations to the existing 12kV Distribution systems, as well as a smooth transition from existing process control strategies to new and revised process control systems.

Scope of work included:

Electrical:

  • One (1) 1200Amp electrical service with automatic transfer.
  • One (1) 500kW emergency generator.
  • Lot modifications to existing 12.4kV Service Switchgear.
  • Two (2) 500HP SMC Soft-Start Motor Controllers.
  • Two (2) 1200Amp 12.4kV Load Interrupt Transfer Switches.
  • One (1) 3000Amp 480V Switchboard.
  • Two (2) 2000kVA transformers.
  • Lighting exterior and interior.
  • Extensive underground ductbank installation consisting of approximately 5000lf of concrete reinforced ductbank with eight (8) manholes.

Instrumentation and Controls:

  • Installation of Magnetic Flow Meters, Gas Monitors, Level indicators, Pressure Transmitters, Chlorine Analyzers and various other process instruments.
  • Remote monitoring and control of Oxidation Ditch structures.
  • Furnish of Programmable Logic Controller’s (PLC) and Human Machine Interface (HMI).

Communication:

  • Installation of approximately 5000lf of onsite conduit and fiber-optic from PLC to PLC providing communications via ControlNet Protocol and an additional subnet for SCADA utilizing Ethernet based TCP/IP Protocol.
  • Installation of all hardware to integrate fiber-optic system to existing and new PLC’s.
