Leucadia Pump Station Upgrade Project

Summary of Work:

Under contract with Western Summit Constructors, Inc., Southern Contracting Company was responsible for the Electrical, Instrumentation, Controls, and SCADA Communications for the Upgrade Project. Dudek & Associates, Inc. and Moraes/Pham & Associates were the Engineers of record. Work included demolition, excavation, trenching, rehabilitation or modification of existing equipment and facilities, and improvements and modifications to the Electrical and Instrumentation Systems. Major items of work included the construction of a temporary By-Pass Pump Station, renovation of the existing Pump Station, Wet Well, Odor Control System, and relocation of the existing Surge Tank. The two (2) existing San Diego Gas & Electrical Services were demolished and replaced with a new updated Electrical Service to feed the new Pump Station, existing Gafner Treatment Plant, existing Leucadia Water District Administration Offices and provisions for Future District Office Complex.

Scope of Work:

Electrical:

" Main Utility Service Switchboard "MSB" - 1600 Amp 480 Volt.
" Automatic Transformer Switch - 1200 Amp 480 Volt.
" Distribution Switchboard "LPS - 1200 Amp 480 Volt.
" Motor Control Center "MCC-1" - 600 Amp 480 Volt.
" Generator Circuit Breaker - 900 Amp 480 Volt.
" Active Harmonic Filter - 300 Amp 480 Volt.
" Four (4) Adjustable Frequency Drives - 200 Horsepower.
" Modifications to existing Convenience Outlets.
" Replacement of existing Lighting - Interior and Exterior.
" Extensive underground modifications to intercept and extend existing electrical ductbanks, SDG&E Services, temporary provisions for the By-Pass Pump Station.
" Maintain existing Motor Control Center and Distribution during construction of temporary facilities and demolition exist wet well and pump station.

Instrumentation and Controls:

" Modifications to the existing Pump Control Panel.
" Installation of new PLC Enclosure.
" Modification to existing Bubbler System.
" Provide Meter Vault Sump Pump Control Panel.
" Provide Ventilation Alarm Control Panel.
" Provide Wet Well Level Transmitters and Switch.

Communication:

" SCADA modifications to existing system.
" PLC Programming and modifications to interface with existing spread spectrum radio system.
" Provide hardware to existing PLC System to upgrade.

New Overflow Basin Construction

New SDG&E Transformer Pad and Main Switchboard "MSB" formwork for new housekeeping pad

New Overflow Basin construction and excavation

Existing Generator rework remained in service during installation of new Equipment

Major coordination required for installation of underground ductbanks and new Manhole MH-1

Final Modification to the existing Pump Room included installation of new Vertical Turbine Pumps, Instruments and Controls, and Lighting Fixtures.
